dL Flow Tech has provided NEBB-certified HVAC testing, adjusting, and balancing across the Hudson Valley and New York metro since 1982. Our office sits in Fishkill — the geographic center of our core coverage — giving us fast mobilization to every county we serve. Every job produces a certified TAB report that satisfies energy code, LEED, and specification requirements regardless of which county the building sits in.

Coverage by county
We maintain active client relationships in all six Hudson Valley counties. Each county page covers the cities we serve, the types of facilities we work in, notable projects, and the local code context that affects TAB scope. Select your county below, or call us if your project spans multiple counties — we coordinate across county lines routinely.
Our home county. Fastest response. 40+ years of healthcare, institutional, and commercial TAB across the mid-Hudson Valley.
Dense healthcare, pharma, and corporate campuses. Regeneron, White Plains Hospital, Northwell Health Northern Westchester, and more.
Government, healthcare, and a growing commercial market. USMA West Point and Garnet Health among our Orange County clients.
Schools, healthcare, and light commercial along the I-84 corridor connecting Dutchess and Westchester.
Active K-12, healthcare, and pharma market — including North Rockland Central School District and Good Samaritan Hospital.
Healthcare, higher education, and Catskills hospitality. HealthAlliance, SUNY New Paltz, and Kartrite Resort among our Ulster clients.
Who we work with across the region
Our client base in the Hudson Valley mirrors the region's economy. Healthcare anchors the workload — every major hospital and health system from Garnet Health in Orange County to Northwell Health in Westchester requires independent TAB on new construction and major renovations. Pharmaceutical and biotech campuses — Regeneron in Tarrytown, Pfizer in Pearl River — need clean-room-grade documentation. K-12 school districts, community colleges, and SUNY campuses call for NEBB-format reports to satisfy New York State education construction requirements.
We also see consistent volume in senior living, hospitality, government and military facilities (USMA West Point has been a recurring client), and the Catskills resort market that has accelerated since 2020. The unifying thread: every one of these building types needs airflow and hydronic systems that actually match what the engineer designed — not just something close.
What independent TAB means for Hudson Valley projects
dL Flow Tech is not affiliated with any mechanical contractor or HVAC manufacturer. That independence matters for a specific reason: a TAB firm that works for the contractor has a financial relationship with the entity whose work it is verifying. We work for the owner, the engineer, or the general contractor — whoever needs an objective measurement. Our certified report says what the system is actually doing, not what anyone would prefer it to show.
Since 1982 this model has served Dennis LaVopa and our clients well. Engineers of record know they can stamp a set of drawings with our report behind them. General contractors know schedule conflicts get resolved without the TAB firm hiding behind the installing sub. Building owners know the number in the report is real.

Frequently asked questions
What counties does dL Flow Tech serve?
We serve Dutchess, Westchester, Orange, Putnam, Rockland, and Ulster counties in New York, plus New York City and surrounding metro areas on a project basis. Our office is in Fishkill — the center of the Hudson Valley.
Do you travel to New York City and Long Island?
Yes. We take NYC-area and metro projects, particularly for healthcare, laboratory, and institutional clients with demanding TAB specifications. Contact us with your project address and scope for availability.
How quickly can you mobilize in the Hudson Valley?
For most Dutchess, Orange, and Putnam County projects we can mobilize within one to two days of notice. Westchester, Rockland, and Ulster are typically two to three days. We coordinate directly with the GC or mechanical contractor to hit your schedule.
Is there a minimum project size?
No hard minimum. We handle everything from single-suite renovations to multi-building campuses. Smaller projects in our core area — Dutchess, Orange, Putnam — are especially cost-efficient because of the short drive from our Fishkill office.
Does your NEBB certification apply everywhere?
Yes. NEBB certification is national — it documents our procedures, instruments, and technician qualifications to a recognized standard regardless of project location. The certified report we produce is accepted by engineers, LEED reviewers, and authorities having jurisdiction anywhere in the country.
